「民主選舉」真的代表人民的意志嗎?Do “democratic elections” really represent the will of the people?自由與公平的選舉,是民主國家立國的基石,也是鞏固被治者同意的原始基礎,是美國立國的宣言,這也是美國一直強力推銷的民主政治信念。「民主選舉」扮演的角色就是認同「統治者的政府」職權的主要機制。
Free and fair elections are the fundamental basis of the establishment of democratic nations, and serve to make sure that the government operates with the consent of those over whom it has administrative powers. This is one of the tenets of democracy which the United States strongly promotes throughout the world, in line with its own ideals as written in the Declaration of Independence.
「我們認為這些真理是不辯自明的:人人生而平等,造物主賦予他們若干不可割讓的權利,其中包括生命、自由和追求幸福的權利。為了保障這些權利,人類才在他們之間建立政府,而政府之正當權力,是經被治理者的同意而產生的。……」
We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness. — That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, . . .
長久以來,二戰中,被戰敗的本土台灣人民,卻苦於這種迷惑人心的「民主選舉論述」所製造的政治煉獄綁架。
However, since the close of hostilities in WWII, the native Taiwanese people have been very confused about the process and purpose of “democratic elections” in their society, and have even come to regard such elections as a major method by which their lives, liberty, and property have been “kidnapped,” as they continue to live in a political purgatory.
美國前聯合國代表,珍妮柯克派翠克 (Jeane Kirkpatrick),曾經定義:「民主選舉不只是一種象徵符號……也是高度競爭、定期舉行、具代表性的決定性選舉,人民透過選舉選出政府的最高決策者,而人民也擁有批判政府、發表其批判言論、提出不同想法的廣泛自由」。
The late Jeane Kirkpatrick, scholar and former US representative to the United Nations, attempted to clarify these matters with the following definition: "Democratic elections are not merely symbolic. …… They are competitive, periodic, inclusive, definitive elections in which the chief decision-makers in a government are selected by citizens who enjoy broad freedom to criticize government, to publish their criticism, and to present alternatives."
「民主選舉」對正常國家是具代表性,可是,對台灣卻是不一樣,台灣至今是被佔領、而且被一個寄生政府給予殖民的地區,假民主選舉會造成本土台灣人「噩夢連連」,因為,居住台灣的公民與選民定義一直是「混淆不清」,基本上,台灣選民是區分為「本土台灣人the people of Taiwan」和「流亡在台的中國人」,選舉人的「立基點」決然不同,理念不同、價值觀也不同,這樣的「民主選舉」,美國政界人士居然稱之為「民主制度」?是可以信任?或是……?
In a normal country, “democratic elections” tend to be very representative of the will of the people, however in Taiwan the situation is different. Up to the present day, Taiwan is still under military occupation, and is being colonized by a parasitic government. Year after year, the sham democratic elections only result in a continuing series of “bad dreams” for native Taiwanese people, for the primarily reason that local definitions of such terms as the “citizens” and the “electorate” are totally confused. Fundamentally speaking, the electorate in Taiwan can be separated into two groups: “the people of Taiwan” and “the Chinese exiles in Taiwan.” The basic viewpoints, ideas, and value systems of these two groups are completely different. Under such circumstances, can “democratic elections” in Taiwan be truly said to comply with the requirements of a democratic system? Are the results of such elections to be believed? Or must we re-evaluate something …. ?
舊金山和約生效後的台灣「民主選舉」,竟然可以選出「Chinese Taipei流亡中國政府在台北」總統,偽稱「台灣總統」,然後還大剌剌和美國務卿柯林頓夫人握手,稱自己是「台灣總統」,這是美國製造的「國際笑話」。這好像是美國人民同意夏威夷的國外觀光客,可以有權力選出歐巴馬當美國總統,一樣的荒繆,一樣的可笑,問題是:美國參眾議員居然不懂這個道理,令人好笑又好氣!
Surprisingly, after the coming into force of the 1952 San Francisco Peace Treaty, the native people in Taiwan could elect a President of the “Chinese exiled government in Taipei,” and refer to him by the nomenclature of “the Taiwan President!!” This joke has been brought about with the full assistance of the US government, as a result of its mishandling of the Taiwan question in the post-WWII era. A situation of a similar level of ridiculousness would arise if foreigners traveling to Hawaii were allowed to vote in US presidential elections. Unfortunately however, at the present time the US Sentators and Congressmen do not understand the truth of Taiwan’s situation, and this is a major issue of concern to all peace-loving Taiwanese people.
「台灣」目前是由一群中國內戰後,失敗的流亡者所組成的政府統治,是少數人,憑藉代替美國征服者佔領台灣的契機,以武力掠奪本土台灣人民財產的「中國國民黨」人,製造全世界最龐大的「黨產」,是排他的「中國宮廷」封建組織,就算其內部運作有多麼符合民主概念,也不能算是「台灣的民主政府」,充其量,只是「流亡中國政府」,其行徑與本土台灣人何干?
From the late 1940s to the present, “Taiwan” has been governed by a group of Chinese who fled into exile to escape persecution in the Chinese civil war. In relation to the island’s populace, this is a small minority, however these KMT party elements used the occasion of serving as agents of the US military forces in their conduct of a military occupation of Taiwan, to unlawfully seize the financial assets of local Taiwanese people and organizations. As a result, they accumulated vast monetary assets, and organized a governmental structure based on the personnel management model of a Chinese Emperor’s palace in a feudal society. Notwithstanding the democratic changes which have been introduced into this governmental structure over the past few decades, there is no way that it can be called a “Democratic Government for Taiwan.” At the best, it is a “Chinese Government in Exile,” and is hardly worthy of the respect of well-meaning native Taiwanese people.
「民主」的意義,就是被排除族群的奮鬥史,不論是因為種族、人種或宗教上的弱勢族群,甚至是女性,為了贏得完整的公民權與投票權,掌控政府機關,完全參與社會,所做的努力。但是,最難讓本土台灣人民至今都無法接受的一種概念,特別是:在台灣歷史上,本土台灣人民是經過中國國民黨軍事恐怖、佔領方式,產生政權移轉的「戰敗國家」,這個概念,就是無法讓本土台灣人民當忠誠反對黨。本土台灣人一直以來深信「民主制度」重要性的特質,其意義在於在民主制度下,不同理念的人仍然共同信奉「國家」的基本價值。政治競爭對手不一定要喜歡對方,但必須容忍對方、並瞭解雙方都扮演著合法與重要的角色。此外,社會中的基本規則,也鼓勵以包容與有理的態度進行公開辯論。
The significance of “democracy” is that it represents a struggle by those who have been excluded from full participation in the society, whether it be due to considerations of race, religion, sex, etc., toward the goal of obtaining their full civil rights and of exercising their ability to influence the policies of the government. But, in Taiwan, it is very difficult for native Taiwanese people to accept the current state of democracy, primarily due to the fact that the present government was originally an occupying force, which then relocated to Taiwan after its defeat in the Chinese civil war, whereupon it used terror and political persecution to more firmly establish itself. Under such circumstances, how can native Taiwanese people organize themselves into “a loyal opposition”? The principle of “democracy” should mean that all competing political groups respect the existence of the nation as their guiding premise, and that they respect each other, and allow all sectors of the society to engage in informed debate about the important issues of the day.
台灣今天的現狀,是代表本土台灣人的聲音被封鎖、被判刑,藉口沒有申請、沒有執照,可是全台到處是未使用的空頻道,(例如台中的海洋之聲廣播電台被中國人政府殲滅、起訴、判刑)。警察在沒有出示合理的法院搜索令之前,不得搜索任何人的家。秘密警察深夜敲門的事,在民主社會中不可能出現的,當中國官員陳雲林蒞台訪問時,代表中國佔領台灣的警察分局長,竟能強制將正在播放音樂中的唱片行關門、停業,事後,本土台灣人向法院提告,法院居然以:「不起訴,無罪。」
The current state of affairs in Taiwan is that the voices of the native people have been blockaded, made subject to criminal prosecution, and otherwise discriminated against, even when applying for permission to speak publicly or establish a radio station on an unused frequency. Ocean Voice Radio in Taichung is one prominent example. In a democratic society, a search warrant is required before police can enter private homes or offices, but such “rules” are not followed in Taiwan. When PRC government officials visit Taiwan, the local Taiwanese police can order the closing of shops, offices, and other businesses at their whim, and there is no recourse to the Taiwan courts.
歷史上,被殖民統治的人民和專制的國家,其政府都掌管犯罪審判系統,都是濫權或走向蠻橫。以國家的名義,監禁人民、沒收人民資產、拷問、流放、以違反法律公平,或故意不讓申請合法為藉口的方式,執行殲滅人民、取消人民權利,也沒有任何正式的控告程序。
In history, it has been often seen that the governments of colonized territories and dictatorships both hold all the powers to prosecute persons for crimes against the state, and such powers are typically used very broadly. Under such undemocratic regimes, in the name of the state, the local people may be arrested, imprisoned, interrogated, beaten, exiled, have their property confiscated, or be subject to many other unjust measures without due process of law.
沒有任何民主社會能容忍這樣的濫權,請問,向來主張「自由、民主、法制」的台灣美國征服者,當代理人(流亡中國人的台灣當局)如此欺壓本土台灣人時,請問:美利堅合眾國的參議員、眾議員在做什麼?
Of course in countries which practice true democracy, such actions are nearly unheard of, and so the people of Taiwan must ask: In consideration that Taiwan was conquered by the US military forces in WWII and is subject to military occupation by the USA, and the United States promotes freedom, democracy, and the rule of law, when it becomes apparent that the “agent” for the military occupation (i.e. the Chinese government in exile) is thoroughly mistreating the local Taiwanese people, when are the members of the US Congress going to take the needed corrective actions...?
